In a daring leap toward drought resilience, El Paso is building the nation’s first facility to deliver treated wastewater straight into the city’s drinking supply. Dubbed the Pure Water Center, this pioneering project is slated to go live by 2028 and is already making waves across the water sector.

As the American Southwest faces vanishing rivers and depleted aquifers, El Paso Water is charting a bold new course. By deploying advanced purification technologies, the city aims to generate up to 10 million gallons of clean, safe drinking water daily without relying on rain or reservoirs.

The innovation lies in its direct reuse model, which skips the traditional step of storing treated water underground. Instead, the facility will employ a robust treatment train including filtration, reverse osmosis, ultraviolet disinfection, and carbon filtration, bolstered by continuous safety monitoring. It is not just a technical feat but a vision for future-proof urban water systems.

“El Paso is proving that with the right blend of science, policy, and public engagement, water reuse can be both practical and transformative,” said a spokesperson from Carollo Engineers, a partner on the project.

The effort comes amid growing momentum in states like Texas and California to enable direct potable reuse. With cities such as Phoenix, Las Vegas, and Los Angeles watching closely, El Paso’s move could ignite a national shift in how water is managed and valued.

Still, turning wastewater into drinking water isn’t without its challenges. Public perception remains a hurdle, which is why El Paso Water is doubling down on transparency, education, and third-party oversight to build community trust.

This is more than a local solution. It is a high-impact model for a climate-challenged future. If successful, the Pure Water Center will not just provide El Paso with a steady water supply, it could redefine what is possible for cities everywhere.
